El cambio de radicación podrá disponerse excepcionalmente cuando en el territorio donde se esté adelantando la actuación procesal existan circunstancias que puedan afectar el orden público, la imparcialidad o la independencia de la Administración de Justicia, las garantías procesales, la publicidad del juzgamiento, la seguridad o integridad personal de los intervinientes, en especial de las víctimas o de los servidores públicos.
