Quórum deliberativo y decisorio. Las juntas departamentales, distritales y municipales de educación podrán deliberar con la mayoría absoluta de sus miembros y adoptarán sus decisiones con el voto mayoritario de los miembros presentes en la respectiva reunión. Un resumen sucinto de las deliberaciones y la totalidad de las decisiones adoptadas, con sus respectivas votaciones, se hará constar en actas, registradas en los libros respectivos y suscritos por el Presidente y Secretario de la junta. La junta designará para las funciones de secretaría a uno de sus miembros y establecerá su período y funciones.
