El Poder Ejecutivo de la Unión pondrá a disposición de la Asamblea legislativa del Estado de Santander la suma de doscientos mil pesos para que, conforme a las reglas que aquella Corporación tenga a bien dictar, dicha suma sea oportunamente distribuida entre las poblaciones que hayan sufrido pérdidas a consecuencia del terremoto reciente.
