Las personas que ejerzan la medicina o sus auxiliares sin llenar los requisitos exigidos por la ley, serán castigadas con multas de cien a doscientos pesos por la primera vez, y el doble en caso de reincidencia. Estas multas, que se destinaran para los lazaretos del país, serán impuestas por los Directores Departamentales de Higiene, y no serán apelables sino ante la Dirección Nacional de Higiene y Asistencia Pública.
