Operaciones de financiamiento externo con garantía nación. La celebración de operaciones de financiamiento externo de las entidades a las que se refiere el presente decreto, que vayan a ser garantizadas por la Nación, requerirán

Autorización para iniciar gestiones, impartida mediante resolución del Ministerio de Hacienda y Crédito Público.

Autorización para celebrar la operación y otorgar las garantías correspondientes, impartida por el Ministerio de Hacienda y Crédito Público, con base en las correspondientes minutas definitivas o la determinación de las características y condiciones financieras, según corresponda.
