º Cuando el sufragante, por carecer de la mano derecha o por cualquier otro motivo no pudiere empapar en la tinta indeleble el índice de la mano derecha hasta la primera coyuntura, el Jurado de votación, a su juicio, resolverá la manera como dicho sufragante deba dar cumplimiento al artículo 6º de la Ley 14 de 1931, ya citada. Los Jurados de votación deben cerciorarse previamente que el sufragante no tiene el índice de la mano derecha impregnado de alguna sustancia que pueda impedir la efectividad de la tinta indeleble.
