De conformidad con las disposiciones legales vigentes los organismos de que trata el artículo 3° de la presente Ley, deberán cubrir la respectiva transferencia al Fondo Nacional de Ahorro, de manera exclusiva, mediante órdenes de pago definitivas. Los Delegados de Presupuesto velarán por el oportuno y estricto cumplimento de esta disposición. El incumplimiento de esta norma será motivo para que la Dirección General del Presupuesto se abstenga de acordar y girar las apropiaciones presupuestales correspondientes.
