Artículo segundo. Este Decreto rige a partir de la fecha dé su expedición, deroga los Decretos 2970 de 1964, el artículo 21 literal d) del Decreto 1721 de 1960, el 1582 de 1966, el Decreto 628 de 1962 y demás disposiciones que le sean contrarias.
