Las sumas de dinero a que se refieren los dos artículos anteriores se incluirán precisamente en el Presupuesto de la próxima vigencia fiscal; de no incluirse por el Congreso en el Presupuesto, el Gobierno abrirá los créditos a que haya lugar, o hará los traslados del caso dentro del Presupuesto para atender a los auxilios decretados por esta Ley.
