El Gobierno procederá a estudiar las obras que sean necesarias para irrigar las tierras aprovechables agrícolamente o para proveerlas de aguas para empresas ganaderas, según el caso, en los Municipios que integraron las antiguas Provincias de Padilla y Valledupar, en el Departamento del Magdalena, dando preferencia al estudio y ejecución de las obras indicadas, en los Corregimientos de Los Venados y Becerril (Municipios de Valledupar y Robles) y en las cabeceras de los Municipios de Villanueva y San Juan.
