El otorgamiento de cualquier incentivo o estímulo a los deportistas o entrenadores estará sujeto a la previa reglamentación de los montos, y de las condiciones de acceso, permanencia y legalización, por parte del Ministerio del Deporte, y a la disponibilidad de recursos en el Presupuesto de esa entidad.
