Si el Gobernador estimare suficientes las pruebas aducidas, pedirá informe sobre el asunto a los Concejos de los Municipios que han de suministrar el territorio para el nuevo, y a los Prefectos de las Provincias a que pertenezca dicho territorio. Si el Gobernador no estimare suficientes las pruebas, las mandará completar, y luego que lo estén, procederá como queda dicho.
