del Atlántico, obrando de común acuerdo con la Junta Especial creada por esta Ley, podrá pignorar la cuota parte que le corresponda o pueda corresponderle en las rentas a que se refiere la presente Ley, para garantizar los empréstitos que fueren necesarios con destino a la construcción de la Ciudad Universitaria del Atlántico.
