Adiciónese el numeral 102.12 al artículo 102 del Decreto 4000 de 2004, el cual quedará de la siguiente forma: 102.12 Haber sido sancionado económicamente por parte de la autoridad migratoria al desarrollar actividades que afecten de manera indebida el espacio público y sea reincidente en la misma conducta.
