Art. 7º. El que fijare ó mandare fijar excitaciones de tal naturaleza, se considerará como perturbador del orden público, y, en consecuencia, el Gobierno procederá de conformidad con el artículo 28 de la Constitución a dictar las medidas pertinentes al caso.
