No habrá franquicias en el servicio internacional, salvo las consignadas en convenios o tratados. En cuanto al servicio interior, sólo la tendrán el Presidente de la República, el Ministro de Comunicaciones y el Comandante General de las Fuerzas Armadas. La Empresa liquidará y exigirá a cada dependencia nacional, departamental o municipal, la cancelación del valor de sus comunicaciones.
