Toda persona que esté obligada de acuerdo con esta Ley a adherir o a anular estampillas sobre documentos de cualquier clase, que no lo haga de acuerdo con las prescripciones de la misma Ley, será castigada, con una multa igual al cuádruplo del valor de las estampillas requeridas, mas veinte pesos por cada .documento sobre el cual haya dejado, de adherir o anular las correspondientes estampillas.
