ARTICULO 137 . COORDINACION DE LA POLITICA DE TRANSPORTE INTERNACIONAL.- Corresponde al Consejo Superior de Comercio Exterior analizar, evaluar y recomendar al Gobierno Nacional la expedición de medidas específicas y la realización de proyectos encaminados a facilitar el transporte nacional e internacional y el tránsito de pasajeros y de mercancías de exportación y de importación, por iniciativa del Ministerio de Transporte, en coordinación con el Ministerio de Comercio Exterior, de conformidad con lo establecido en el artículo 14 numeral 11 de la Ley 7a. de 1991. El Ministro de Transporte será miembro del Consejo Superior de Comercio Exterior, creado por el artículo 12 de la ley 7a. de 1991, y solamente podrá delegar su representación en el Viceministro.
