La estimación del capital de que trata el artículo 3º. Del presente Decreto se hará por las Administraciones y Recaudaciones de Hacienda Nacional sobre la base de declaraciones juradas de los contribuyentes, sujetas a la revisión y control de tales funcionarios, y de acuerdo con la reglamentación y las sanciones que establezca para el caso el Gobierno.
