Art. 3.° El Gobernador de Panamá hará formar una compilación de todas las disposiciones vigentes en el Departamento hasta la fecha de este decreto, sobre contribuciones, rentas, gastos y demás asuntos fiscales y de Hacienda, y la enviará á la mayor brevedad posible al Ministerio de Hacienda para su revisión y aprobación ó enmienda.
