El Director y la Junta Directiva de cada instituto elaboraran cada año el presupuesto detallado de los gastos, el cual será sometido a la aprobación del respectivo Gobierno Departamental y en seguida a la del Gobierno Nacional. Tanto la mitad de los gastos totales anuales que corresponden a la nación como los que corresponden al Departamento, se dividirán en cuatro partes que serán pagadas por trimestres anticipados al respectivo instituto.
