Para probar que se han llenado estas condiciones, se exijirá: 1.° El aviso oficial dado por el Poder Ejecutivo de Bolívar de haber contratado las obras; 2.° El aviso oficial de que las obras se han ejecutado a su satisfaccion, i de que en virtud de ellas la navegacion por el canal de buques de vapor, capaces de cargar o remolcar en un solo viaje, capaces de cargar o remolcar en un solo viaje cuatrocientas cargas o más, es fácil i segura; i 3.° Justificar que en efecto el canal ha sido transitado sin obstáculo por buques de aquella clase, al ménos por tres meses consecutivos.
