Creada mediante Decreto 880 del 24 de mayo de 1999, para estimular y premiar al personal del Comando de Oficiales Profesionales de la Reserva que sobresalga por su dedicación, participación y capacidad profesional o técnica puestas al servicio de las Fuerzas Militares, de la Reserva en general y al cumplimiento de los objetivos del Comando de Oficiales Profesionales de la Reserva en particular, o aquellas personas o entidades privadas o públicas, que prestaren servicios meritorios a la Institución Militar.
