Contratos con Departamentos y Municipios. El Instituto podrá celebrar contratos con los Departamentos, Distritos Especiales y Municipios para desarrollar los programas de qué trata el artículo 5 del Decreto - Ley 1455 de julio 19 de 1942, con los recursos que para el efecto señala el artículo 6 del mismo Decreto.
