Articulo 28. Los contratos que celebre el instituto deberán contener las Clausulas que sobre garantías, caducidad administrativa y reclamaciones Diplomáticas exige la ley para los del gobierno. La declaratoria de Caducidad, llegado el caso, se hará por el instituto.
