Destinase la cantidad de cincuenta mil pesos ($ 50.000.00) los cuales serán apropiados necesariamente en el presupuesto nacional de la próxima vigencia fiscal, para hacer los estudios, localización y trazados de que trata esta ley. Si esta cantidad no fuere apropiada, el Gobierno queda facultado para abrir los créditos adicionales correspondientes dentro de dicha vigencia.
