La división del territorio del Distrito Capital en localidades, se ceñirá a los siguientes criterios:

a)

Las localidades urbanas tendrán una población no inferior a trescientos mil (300.000) habitantes. Para las localidades rurales no se tendrá en cuenta su volumen poblacional, sino sus características fisiográficas, agrícolas, ecológicas, sociales y la condición de su recurso agrícola y pecuario.

b)

La cobertura de servicios básicos, comunitarios e institucionales.

c)

Características sociales de los habitantes.
