Competencia del Tribunal. El Tribunal Superior de Aduanas tiene competencia en todo el territorio Nacional y conoce en segunda instancia, por apelación o consulta, de los procesos por el delito de contrabando y los delitos conexos, de que conocen en primera instancia los Jueces Superiores de Aduanas. El Tribunal decidirá en Sala Plena.
