Las partidas destinadas al Instituto Colombiano de Bienestar Familiar, la Caja Nacional de Previsión, el Servicio Nacional de Aprendizaje, el Fondo Nacional de Ahorro y el Instituto de Seguros Sociales no podrán contracreditarse a menos que hubiere disminuido el valor de los factores que determinan su base de cálculo, para lo cual deberá adjuntarse la certificación debidamente refrendada por el Auditor Fiscal ante la respectiva entidad.
