Art. 1.° E n vez de los treinta mil pesos ($30,000), que en pagarés del Tesoro, dispone el artículo 9.° del decreto ejecutivo de 4 de enero del corriente año, que se saquen mensualmente en la Tesorería, para amortizacion de Vales de Renta al portador, Vales de Renta nominal de que se pueda disponer &,ª se sacaran dichos $30,000 en Libranzas contra las Aduanas de las que manda emitir la mencionada lei 60 de 1878, siempre que los proponentes se obliguen a dar en préstamo al Gobierno el treinta i cinco por ciento (35 por 100) en dinero efectivo sobre el importe de sus propuestas i a recibir tales Libranzas por ese importe i por el del préstamo.
