Artículo segundo. Cuando las partes de común acuerdo, o los trabajadores, no pidan la constitución del Tribunal de Arbitramento Obligatorio de que trata el artículo anterior, el Ministerio del Trabajo podrá ordenar que aquél se constituya para resolver, como en los casos anteriores, los puntos del pliego de peticiones sobre los cuales no hubo acuerdo en las etapas previstas en la ley.
