Art. 15. No podrán ser nombrados para puestos de elección popular los Inspectores generales y provinciales de instrucción pública. Los Directores y Subdirectores pueden ser elegidos, pero dejan vacante su empleo por la aceptación de cualquiera otro de origen popular.
