º. Modifícase el artículo 4º del Decreto 1313 de junio 20 de 1990, en cual quedará así: "Artículo 4º. El representante de las entidades que conforman el Sistema Nacional de Crédito Agropecuario a que se refiere el artículo 5º de la Ley 16 de 1990, será elegido, mediante voto calificado, por los representantes legales de dichas entidades, de entre los mismos, para períodos de un año, pudiendo ser reelegidos. La Comisión Nacional de Crédito Agropecuario, establecerá el reglamento que regirá para efectos de la elección, efectuará la convocatoria respectiva y certificará qué entidades hacen parte del Sistema Nacional de Crédito Agropecuario".
