Art. 78. No se harán gastos anticipados sin que se haya prestado el servicio, salvo los casos del pago de postas, ó de la ejecución de alguna obra á virtud de contrato en el cual se haya asegurado con fiador el reintegro de las cantidades pagadas. Queda, por tanto, prohibido el pago de sueldos á empleados que no los hayan devengado, con las excepciones que expresan los artículos 1171 y 1222 del Código Fiscal ó cualesquiera otros del mismo Código.
