El Instituto queda autorizado para contratar con cooperativas de propietarios beneficiados con las obras ejecutadas por él, la administración y explotación de éstas y el cobro del impuesto de valorización, cuando a su juicio aquéllas ofrezcan completas garantías al efecto.
