ARTICULO 2° El presente ordenamiento tiene como objetivos fundamentales racionalizar y regular el servicio de transporte público colectivo municipal de pasajeros y mixto, a fin de lograr el desarrollo integral del Estado de conformidad con el principio de libertad de empresa e iniciativa privada enmarcadas dentro de la noción de interés público.
