Art. 12. Corresponde á la primera autoridad política de cada Municipio velar por la cumplida ejecución de lo prescrito en todo el capítulo VII, á efecto de que las votaciones se verifiquen con toda libertad y sin omitir en ellas las formalidades prescritas por el legislador. Asimismo les toca asegurar á los ciudadanos las garantías que les otorga el artículo 72. El Gobierno, por su parte, exigirá á aquéllos, con todo rigor, la responsabilidad en que por omisión ú otra causa incurran y que pueda dar lugar á quejas fundadas ó á nulidad en los actos de los Jurados.
