En los reglamentos, conocimientos de embarqué o billetes que expidan los empresarios públicos de transportes, no podrán hacer figurar cláusula alguna limitativa de sus deberes o de la responsabilidad que tienen según las leyes; y aunque las hagan constar, no por eso quedarán exentos de indemnizar a los cargadores por las pérdidas, faltas o averías que comprueben haber sufrido en sus cargamentos.
