Ninguna ley que establezca un monopolio podrá aplicarse antes de que hayan sido plenamente indemnizados los individuos que en virtud de ella deban quedar privados del ejercicio de una industria lícita.

Ningún monopolio podrá establecerse sino como arbitrio rentístico y en virtud de ley.

Sólo podrán concederse privilegios que se refieran a inventos útiles y a vías de comunicación.
