Los miembros del Jurado de votación en ejercicio, que distribuyeren papeletas o trabajaren ostensiblemente a favor de cualquier bando político o de candidato o candidatos determinados, pagarán una multa de cinco a veinte pesos. En igual sanción incurrirán los empleados con jurisdicción que ejecuten los mismos actos, coartando con ellos la libertad del sufragio.
