Las partidas asignadas por los artículos 1°, 2° y 3°. de la presente Ley, serán incluídas en el Presupuesto Nacional de la próxima vigencia fiscal, y si así no se hiciere, el Gobierno queda facultado para verificar traslados y abrir créditos adicionales dentro de la misma y siguiente vigencia, a fin de darle cumplimiento a lo dispuesto por esta Ley.
