ARTICULO XXIII

El nuevo Capítulo XXV, titulado "Disposiciones Transitorias" y contituído por los artículos 149 y 150, inclusive, será incorporado en la Carta y quedará redactado así:

Artículo 149. El Comité Interamericano de la Alianza para el Progreso actuará como comisión ejecutiva permanente del Consejo Interamericano Económico y Social mientras esté en vigencia dicha Alianza.

Artículo 150. Mientras no entre en vigor la convención interamericana sobre derechos humanos a que se refiere el Capítulo XVIII, la actual Comisión Interamericana de Derechos Humanos velará por la observancia de tales derechos humanos.
