Los caminos intermunicipales serán construidos y conservados únicamente por cuenta de los Departamentos, cuyas Asambleas apropiarán anualmente en sus presupuestos las partidas necesarias para ello, sin perjuicio de los auxilios especiales decretados o que se decreten por dichas entidades para otra clase de caminos de herradura en los municipios del respectivo Departamento.
