º La Nación, o la autoridad competente, podrá celebrar contratos con las Loterías o Beneficencias para la retención establecida por la Ley 20 de 1979 a los ganadores de las apuestas permanentes reguladas por la Ley 1º de 1982. En estos contratos se podrá estipular la comisión que por los recaudos y administración de las sumas retenidas reconocerá la Nación a las Loterías o Beneficencias.
