Artículo segundo. Los equipos de oficina y de construcción, adquiridos con fondos nacionales con destino a las obras de rehabilitación que se adelantan en los Departamentos, y cuyo traspaso se ordena en el Decreto número 2978 de 29 de diciembre de 1960, pasarán en forma definitiva a formar parte de los patrimonios departamentales.
