Créditos y traslados. Para abrir créditos adicionales o para hacer traslados entre las apropiaciones del presupuesto, será necesario que éstos se fundamenten en la existencia de un recurso disponible debidamente certificado por el Auditor General ante el Ministerio y con la aprobación del Gobierno Nacional.
