El Vicesecretario General será designado por el Comité Permanente a propuesta del Secretario General y ratificado por la Comisión Directiva. Sustituirá al Secretario General en caso de impedimento, ausencia o vacante hasta que dicho motivo cese. La designación se hará por un período de cuatro años.
