°. En caso de que algún viajero fuere sospechoso para la seguridad pública, no se le permitirá desembarcar y se le obligara a regresar en el mismo buque en que haya venido. Si hubiere dudas sobre este punto, se consultara el caso con el Gobernador del Departamento respectivo.
De igual manera se procederá cuando los documentos de identidad adolezcan de algún defecto.
