Las entidades territoriales implementarán, con acompañamiento técnico del Ministerio del Interior y demás entidades que conforman el Comité de Coordinación Nacional para la Prevención, Combate y Erradicación del Tráfico Ilícito de Armas Pequeñas y Ligeras, una estrategia para restringir la distribución de armas pequeñas y ligeras en zonas priorizadas por la incidencia de grupos ilegales, y para fomentar el desarme voluntario de jóvenes reclutados por grupos ilegales.
