Art. 7º Cuando alguna Junta distrital no formare las listas de su cargo oportunamente, será apremiada para que lo haga, por la departamental respectiva, con excitaciones y multas hasta de $ 10 en oro para cada uno de sus miembros. Si a pesar de esto no estuvieren formadas las listas antes del treinta de Noviembre de cada año, las formará la Junta departamental.
